SURVEY RESULTS RELEASED ON INTEGRATED JUSTICE

AVERAGE CITY AND COUNTY GOVERNMENT SPENDS BETWEEN 100 AND 200 HOURS PER DAY OF MANUAL EFFORT TO PROCESS WARRANTS; AN AVERAGE OF OVER 50 HOURS OF MANUAL EFFORT PER DAY TO SUPPORT JUDICIAL FIRST APPEARANCES

WALTHAM, MA, DECEMBER 20, 2006 - Metatomix, Inc., the leader in integrated justice solutions for state and local governments, today released a survey taken by attendees at the National Association for Justice Information Systems conference earlier this fall. The survey was designed to capture a snapshot of volume, time, and level of effort required to conduct subject background checks in support of judicial first appearances as well as the creation and processing of warrants prior to arrest.

In regards to Warrant Processing, the survey indicates that:
o On average, city and county governments process 50 to 100 warrants per day at an average of 2 hours of effort per warrant across 3 to 4 agencies. This translates into 100 to 200 hours of effort a day spread across the agencies, or more than 13.5 to 27 man years of effort each year.
o Most agencies maintain their own system to issue and track warrants, necessitating 150 to 400 manual hand-off points between 3 to 4 systems per day. This generates ample opportunity to create data inconsistencies which can directly impede the ability for law enforcement and the courts to operate efficiently.
o Manual hand-off points slow the warrant process which increases flight risk and flight distance. .

In regards to judicial first appearances, the survey results indicate that:
o On average, city and county governments expend from 37.5 to 75 hours of effort across 4 to 5 people to support 50 to 100 first appearances per day.
o Prosecuting Attorneys, Court Clerks and Law Enforcement stakeholders bear the majority of the burden for conducting subject background checks.
o On average, city and county governments have between 5 and 10 sources of data available to perform subject background checks, although they routinely use less than what is available. This may be due to the over abundance of data available to them or that their workload does not permit spending more time to query more sources.
o There appears to be a real gap between the number of data sources available to state wide organizations and local agencies. This indicates that opportunities for more comprehensive subject background checks are attainable by making existing state-level data sources available to all levels of government.
